    SUMMARY

    Call for Interest – EO Virtual Constellation Initiative

    The EO Virtual Constellation initiative aims to build a next-generation Earth Observation ecosystem capable of dynamically orchestrating heterogeneous sensing assets — including satellites, commercial constellations, onboard AI processing capabilities, IoT networks, and ground-based data sources — into a unified, intelligent, and responsive observation system.

    The objective is to enable low-latency, adaptive, and event-driven Earth Observation workflows capable of supporting near-real-time monitoring and decision-making for critical applications such as flood monitoring, disaster response, environmental hazards, infrastructure resilience, and other time-sensitive operational scenarios.

    As part of this initiative, we are seeking expressions of interest from organizations willing to contribute to the development and demonstration of this federated EO ecosystem.

    We are particularly interested in engaging with:

    • Operators of task-able EO satellites or constellations capable of on-demand or semi-on-demand acquisitions,
    • Providers of onboard processing and AI/ML inference capabilities,
    • Organizations supporting low-latency data delivery and event-driven tasking workflows,
    • Providers of interoperable APIs and agent-based orchestration interfaces,
    • Ground-based data providers, including IoT networks, in situ monitoring systems, and crowd-sourced information platforms,
    • Research institutes, technology providers, and industrial partners interested in collaborative experimentation and future operational concepts.

    The first demonstration activities will focus on responsive flood monitoring scenarios over selected European river basins, validating adaptive tasking, rapid data access, and intelligent orchestration capabilities. However, the initiative is designed to scale toward broader operational use cases and international participation.

    This Call for Interest is exploratory in nature and does not constitute a procurement process or contractual commitment. Its purpose is to identify relevant stakeholders, assess available capabilities, foster technical exchanges, and shape the future architecture of the EO Virtual Constellation ecosystem.

    Organizations interested in contributing to this initiative are invited to express their interest and share relevant capabilities, technologies, and potential collaboration opportunities.
